3.3 Command support

To carry out its tasks, the command body needs personnel experienced in command support activities.

Civil protection makes staff from the situation monitoring, telematics, ABC protection and logistics coordination services available for this purpose.

Information is the business of the authorities who generally call on professionals from the police, firefighters or administration for this purpose.

3.3.1 Personnel and activities

In the field of command support, civil protection has staff collaborators (at basic staff level) who have received versatile training which allows them in particular to work in the telematics service and in the situation monitoring service.

Staff colleagues can be integrated into the situation monitoring body or the telematics body, depending on needs.

Their workstation is generally located in the telematics and situation monitoring centers of the civilian management body.

The requirements that a staff member must meet are high. He may be required to carry out a whole series of activities, under the instructions of his superior:

  • ensure the operation of a situation monitoring center
  • guarantee the situation treatment cycle (research/evaluation/dissemination)
  • maintaining an up-to-date situation overview that is available to command in good time and meets its needs
  • set up, operate and maintain connection networks

It also contributes:

  • the development of intervention planning and preparations
  • providing the command post with the infrastructure needed for situation monitoring
  • to provide situation-based services that meet the needs of users and situation monitoring products
  • various information tasks
  • the preparation, operation and maintenance of means of transmission and telematics
  • taking charge of other tasks such as the courier service and the mail service, the operation of the means allowing the flow of information or even the operation of the command post service
  • for logistics work specific to civil protection

On the legal and administrative levels as well as with regard to instruction, these function holders are integrated into civil protection. In intervention, on the other hand, they are attached to a civilian management body.

The training of staff collaborators is the responsibility of the cantons; that of the heads of the services that make up command support (situation monitoring, telematics, ABC protection, logistics coordination) falls under the jurisdiction of the Confederation.
