Protect the population and its livelihoods
The mission of the coordinated system is to protect the population and its basis of existence, both in the event of disaster and emergency situation and in the event of armed conflict. Concretely, this involves ensuring control, protection, rescue and assistance in order to control such events and limit their consequences.
In accordance with the master plan for population protection, the coordinated system performs the following tasks:
- guarantee information to the population on threats as well as possibilities and protection measures;
- provide alert and alarm, transmit behavioral instructions to the population; – guarantee conduct;
- coordinate the preparations and commitments of partner organizations;
- guarantee operational availability, depending on the moment and the situation, as well as ramp-up.
Focus on disasters and emergencies
Disasters and emergency situations being the threats with the highest probability of occurrence, it is quite naturally based on these eventualities that the population protection system will be oriented. Preparations for armed conflict can be put on hold. However, it is a question of remaining attentive to the evolution of the situation and of guaranteeing, if necessary, an increase in operational availability depending on the circumstances and the increase in power of partner organizations, in particular civil protection.
Civil protection is responsible, particularly in disasters or emergencies,
- to provide the protection infrastructure and the means to transmit the alarm to the population
- to support the homeless and people seeking protection
- to ensure the protection of cultural property
- to carry out restoration work
- to carry out deployments for the benefit of the community
- to support other partner organizations
