The mobilization of Civil Protection in the fight against the Covid pandemic was by far the most important since the creation of the institution and the entry into force of the Civil Protection Law on January 1, 1963.
Exceptional report
Due to this exceptional situation, the Regional Civil Protection Organization (ORPC) of Valavran has decided to draft a mobilization report for the municipalities, the canton and all interested persons or bodies.
The objective of this document is to leave a written and as complete trace as possible of everything that was accomplished during the many weeks, first in a disaster situation then mobilization, by all areas of the PCi.
An organization turned upside down
This extraordinary mobilization against the pandemic forced the ORPC Valavran to organize urgently, to mobilize a very large number of civil protection personnel, to respond promptly to all requests and missions. It pushed the ORPC Valavran to gradually increase its strength to meet needs.
The exceptional situation, the severity of the Covid outbreak and the speed of the measures taken by the Confederation disrupted ORPC Valavran’s normal organisation. The civil protection branches took on duties beyond their original remit. Personnel frequently moved between branches to make the best use of everyone’s personal and professional skills. New units, such as premises hygiene, also had to be created.
It is therefore a whole structure specific to the situation which was put in place and which was activated from the first measures of the Federal Council and the announcement of the establishment of the PCi. It was structured as follows:

This organization differs somewhat from the basic structure of the ORPC Valavran, in the sense that the missions received by the EMC PCi as well as the extremely important “dicastery” Hygiene of premises and Transport appear.
