The Transport mission was one of the most important during the Covid mobilization. Indeed, the needs were very high. It was necessary to guarantee transport for civil protection personnel between the different sites and make a large number of vehicles available to carry out the different missions.

In addition to vehicles owned by ORPC Valavran (8), we benefited from vehicles from the State of Geneva (19) and vehicles loaned by dealers (7 Honda, 1 Mazda, 1 Renault).

Part of the vehicles loaned.

At the start of the mobilization, only ORPC vehicles were available. As missions arrived, the vehicle fleet increased. At the same time, the need for parking increased, to the point that vehicles had to be placed in a second parking lot, at the back of the Colombières basketball courts.

The basketball courts located behind the Colombières CO were used as parking for civil protection personnel.

Every day, a vehicle check was carried out. Were checked: fuel, number of kilometers traveled per race, disinfection and cleaning of vehicles.

All information (driver, mission, vehicle pick-up time, vehicle return time and number of kilometers traveled) was recorded in an Excel file. This way of doing things makes it possible to have a precise history of use and vehicles and to trace possible violations. This also allows you to have statistics.

A binder was filled with all the invoices relating to the vehicles because, during mobilization, ORPC Valavran advanced this money awaiting reimbursement. Normally in fact, it will be up to the State to pay because the missions come from the EMC PCi and the logistics developed by the ORPC Valavran cover the entire canton.

Another physical file was completed with the names of all drivers and a photocopy of driving licenses. Otherwise, authorization for the use of private cars was requested and signed by the executives. Finally, files for cleaning (vehicles and their interior disinfected every Sunday and the exterior once a week) and for refueling have been completed.

In terms of organization, the area worked in pairs in order to have two teams of managers. Then we had five drivers. In the morning, 5 people (and two chefs included) work from 6:30 a.m. to 1:30 p.m. In the afternoon, only two chefs were present. The five drivers were attached to the IMAD mission in order to transport the troops. Other occasional transports also had to be carried out.

Some figures, from 13.03.2020 to 26.04.2020

  • 36,119 km traveled (all vehicles included)
  • Around 1000 km per day for the Pharmacies-Delivery and IMAD missions
  • 3600 francs of fuel

The main challenge was managing the vehicle fleet for missions with different start times. After a few days, the system was running smoothly. Personnel also had to be reminded to return vehicles clean: the canton could reclaim them or other civil protection members could need them at any time. They therefore had to remain clean and empty.

Only one minor collision requiring an accident report was reported, showing that the civil protection personnel handled vehicles belonging to others responsibly. A few very minor scrapes also occurred without leaving any marks.

Note that damage to the Colombières car park was reported on a vehicle owned by ORPC Valavran.

Finally, civil protection personnel first parked their private vehicle on part of the Colombières basketball court, then on part of the Place Bordier parking lot after the move to the parish center.
